Manually create a WordPress admin user via SQL

This is for the wp_users table:

INSERT INTO `database_name`.`wp_users` (`ID`, `user_login`, `user_pass`, `user_nicename`, `user_email`, `user_url`, `user_registered`, `user_activation_key`, `user_status`, `display_name`) VALUES ('1', 'Bilal', MD5('password'), 'Bilal', 'bilaltas@me.com', 'https://www.bilaltas.net', '2020-06-07 00:00:00', '', '0', 'Bilal');Code language: SQL (Structured Query Language) (sql)

And this is for admin capabilities:
